Instructions
Stir or sift together dry ingredients for cookies. In a separate bowl, beat together butter and sugar until light and fluffy; add egg and vanilla and beat well. Add dry ingredients in 1/3s, scraping bowl down to incorporate.
Wrap dough in plastic wrap and chill for 12-24 hours. Preheat oven to 350 degrees. Then, roll out to 1/4 inch thickness and use cutters to cut out shapes. Transfer shapes to parchment paper-lined baking sheet and bake 10-12 minutes until golden at edges.
Cool thoroughly. For frosting, beat powdered sugar, egg white and cream of tartar for several minutes until combined and elastic. Add water and beat several more minutes until fluffy, and a stream when dropped on the surface lasts 10-15 seconds before reincorporating. Use immediately (on cool cookies) or cover with plastic wrap, pushed to the surface of the frosting, until ready.
Frost cookies, pushing icing to the edges and letting it pool to smooth. Allow to dry for 12-24 hours. Decorate as desired.
